In 2003, the added value for the service industry of Laiyang hit 3.518 billion yuan, with its proportion in GDP reaching 33.7%. The consumables for the whole society reached 4.26 billion yuan with a gain of 18.4%. The number of employees involved in the service industry reached 70,000, with an increase of 12.5%. The fixed assets investment for the whole society exceeded 6 billion yuan, among which, 150 million yuan was invested for urban road construction, 130 million for urban infrastructure, 300 million for six backbone markets and 120 million for park infrastructure construction.

With regards to market construction, in 2003, Laiyang Government focused on the layout and construction of Zhongtian Logistics Square, Shenglong Square, Agricultural Materials Market, Small Commodity Wholesale Market, Longmen Trade Center and Shenglong Decorating City. The six markets cover a total area of over 1,000 mu with the investment of 840 million yuan.

As to market cultivation, Laiyang stuck to the principle of "those who make investment gain profits". Through efforts, there were 8 markets with trade value of each market exceeding 100 million yuan. The deal amount for all the markets hit 2.6 billion yuan and Shengyuan Decorating City entered the list of Top 10 wholesale markets of Yantai.

Cultivate real estate. Firstly, strengthen unified administration of urban construction. The government released policies on the old city dismantlement, which reduced resistance. In 2003, 16 dismantlement projects were finished and the dismantled area exceeded 100,000 square meters. Secondly, strengthen land purchase and reserve. The government purchased and laid out the idle land and the ineffectively used land. In 2003, the government gained a land reserve of 400 mu. At the same time, the government attained more than 200 million by managing the 855-mu land. Thirdly, the government spent great efforts developing residential areas. Fourthly, prosper the trade market of real estate.

Cultivate information industry. In the past several years, Laiyang has further perfected communication network construction by increasing input to basic establishments. Currently, the number of fixed telephones for the whole city accumulates to 207,159 and there are over 10 mobile phones per 100 persons. Three information residential areas were built, with nearly 10,000 dial-up internet users and over 3,000 broadband users. In 2003 only, more than 10 million yuan was invested in information construction of the whole city.

Cultivate community services. In order to do community service network and facility construction well, Laiyang set up a group leading community construction. Meanwhile, Laiyang actively implements "Starlight Plan", refitting 8 community fields for activities and installing 36 sets of fitness equipment, which offers the residents and the old people a good place for recreation, entertainment and fitness.
